Summary: cexec bug in scalable mode

Initial Comment:
This bug was discussed on oscar-devel between 03/04/05 
and 03/08/05. In scalable mode the cexec output coming 
from the submasters in c3.conf can overflow the pipes and 
lead to EAGAIN signals sent to the submasters. For 
example the output of 
   cexec --all cat /etc/hosts 
will never be complete on a 200 node cluster (if c3.conf is 
setup in scalable mode).

Fixed in trunk (svn 3541) in the c3-4.0.1-3 rpm packages. 
Raising priority to 9 and merging into branch-4-2.
