Well, as far as I know, SELinux prevents RPM installations in a chroot environment, and there is a bug filed against Red Hat's Bugzilla. I am not sure if this is something that can be tweaked on our part, but perhaps the folks at LATech can comment on this since they have more expertise in this area.
