Can you confirm that tcl installed is x86_64?  On my RHEL4 x86_64 system, modules-oscar installed is x86_64 (same with tcl).  I am not sure why you got the i386 version installed.
 
Can you do a fresh re-install of the OS and start over again?  That's the best way to test it at this point.
