I haven't tested fc5-x86_64 nightly tarball so I couldn't tell for sure, but I just tested fc5-x86 with nightly tarball r5175 from today (July 18th) and it is working perfectly fine.  So it's possible it's SELinux related.  Anyways it is probably better to try a newer nightly tarball as the tcl issue has been fixed.
 
BTW, we have branched branch-5-0 today, which means that starting tomorrow, you should grab the nightly tarball from branch, not trunk (since trunk will become 5.1).  The code between the 2 will largely be the same for now, but branch-5-0 is where we'll be actively stabilizing the code.
 
In regards to your createrepo question, Erich has filed a bug on that already, so you can track the bug's progress:

You probably want to consult this document on how to use kickstart to build your headnode, I use this routinely to setup my headnode for testing:

Bernard, thanks for the help with SELinux and tcl. I
should have installed the other nodes when I got the
first one working, as I have managed to fubar the head
node trying to fix the tcl issue in the image. Oh
well, I can test another nightly build of Oscar once I
have reinstalled the head OS.

Do you believe the first three problems I found were
also security related?

I would imagine that having a newer createrepo
installed than ask for would present the message I
saw. If the specific version is required (which it
didn't seem to be in my case) should Oscar uninstall
any existing one? Or force the install?
