Hi Wesley:

OpenPBS was an old package we used to have in OSCAR.  However, I do not
think the bug is with config.xml.

At some point OpenPBS was an OPD package, meaning that by default, the
package does not shipg with OSCAR.  However, config.xml needs to have an
entry to prevent both packages (TORQUE and OpenPBS) to be installed at
the same time.

For now, I suppose there is no reason to keep the conflicts in TORQUE's
config.xml, since there is no OpenPBS package for 5.0 but it feels like
masking the bug rather than fixing it.
