Erich and All: A quick update with my project. After some troubleshooting and with suggestions from Ramon (he sent me a modified libtoga.php file that works with 5.0 and higher), I now have a working SGE (non-OSCAR) cluster where I can see the job statistics online. It shows the SGE jobs and their information (id, owner, queue, status, started/submitted timestamps, runtime so far and such) that are visible to qstat (either in status Q or R) and when you click a job ID, it shows the nodes on the cluster that are involved for that job alone with that Job ID. If you click a user's name, it shows the nodes under use by that user and such. You can also view jobs with a given status (Q/R/..) and so on. I am now on to creating a package for Job Monarch in OSCAR. Once I am done with that, I will put it on my test OSCAR cluster for you to see. :-)
