The "install server core packages" step (internal, in wizard_prep) is skipped because the file $OSCAR_HOME/tmp/packages_core.md5 contains the correct checksum. This step must have been completed before, but maybe some error wasn't detected. Please try removing all *.md5 files inside $OSCAR_HOME/tmp for another try. The installation will then take longer, but we are then sure all steps are executed. It would be interesting to see what lead to this problem. The more recent nightly builds should be able to save all oscarinstall.log files, possibly your version doesn't. I'd recommend running with OSCAR_VERBOSE=5 when testing nightly builds anyway, then we can try tracking the problem back. FC5-x86_64 is safer to try than RHEL3-*.
