OSCAR is a toolkit for cluster administration and it enables people to do science, but is not "computational science" in itself, I would say. The tools included in OSCAR will enable you to do computational science using a cluster quickly and easily, however, and I think you will find your project much easier if you use it (unless you have an existing cluster to work with).
On the other hand, there may be interesting scientific problems lurking within OSCAR, but the Google Summer of Code projects were designed to be short term projects which would be of some immediate benefit to the OSCAR community. Any scientifically interesting project (whatever they might be) would certainly be beyond the scope of a Google summer project, as it would simply take too long to get that deeply familiar with the codebase. If you want to do work on a scientific project, you probably will need to speak with individual researchers working on problems you are interested in.
