Personally, I like the idea of "excluded packages" than the current
idea of "default packages set".

But anyways, if we are going to go forward with the "default packages
set", I think we should at least divi it up into "sets" -- for
instance, by default, core packages should be implicitly included in
the default package set (i.e. should not have entries in each XML
file), since if core packages do not work with a specified Linux
distribution/arch, it should not be considered supported, as the basic
operation will not work.  This will eliminate XML info duplication
between the various distribution/arch XML files.

The XML files should only contain info on additional opkg support
(included packages).  However, whether this information should be
parsed in this "default packages set" or each package's config.xml
file -- I do not have preference either way.
