The changes I just checked in are to allow the new OSCAR Package Manager 
to better track the status of packages as they are installed.  I don't 
think that anything I did should change any of the existing 
functionality (I did everything I could to avoid it), but since trunk is 
broken right now anyway, it seems like a good time to check it in.
