It appears that with the latest release of netbootmgr (1.7), if your client is just imaged by SystemImager (where the hex file in /tftpboot/pxelinux.cfg is a _file_ and not a symlink to ../localboot as will be set by netbootmgr), and you tried to change the Next Boot Action from "localboot" to "install", there will be a race condition when netbootmgr tries to delete the file when at the same time it tries to fix the hex file (change from file to symlink).
I'll try to take a look at this later if I have some time, but I thought I'd report it here first.
