I like to keep separated upstream code and packaging, at least for Debian. To maintain package on different distributions, we sometime want to have separate branches of packaging stuff. It seems that spec files can contain a lot more of "if distro; then bla bla", so this is maybe not an issue for RPMs. Anyway, for Debian, it is.
