Can you confirm that what you need is a tool to add or print changelog
entries
in config.xml ?

Editing config.xml may not be easy as I'm not sure XML API I use for
opkgc will respect indentation and comments, which will complicate svn
diff. But the tool can print on stdout a "ready-to-paste" changelog
entry, can't it ?

There could be something like:
opkgchangelog -m "Description of my change1" -m "Description of my
change2" -> print an entry with 2 items for the current version
opkgchangelog -i -m "Description of my change" -> increment current
version (release number) with an item
opkgchangelog -v "1.2.5-1" -m "Description of my change" -> Add new
version entry with an item
