I removed jobmonarch from my package set and am trying to continue on without 
it for now.  I am running into a bunch of Ganglia problems.  It seems like 
there are a bunch of files missing.  I'm not understanding what I'm seeing, so 
I may kill my setup and start over.  If I can make any useful observations on 
the behavior I'm seeing there, I'll post a message...

What do you get with the following commands?
cd /tftpboot/oscar/common-rpms/
rpm -qp --requires jobmonarch-0.1.2-9.noarch.rpm

I am not sure why it requires the two python modules but we have an src rpm for 
pbs_python in
http://svn.oscar.openclustergroup.org/svn/oscar/branches/branch-5-1/packages/jobmonarch/SRPMS/
And I have no idea how to get another python module DRMAA-python.
