You've found a missing dependancy in the torque src.rpm :-(

if you go to /root/rpmbuild/BUILD/torque-4.1.5.1/src/drmaa/doc/latex
And try make -n what does make tries to do?

Yes, that fixed the missing file issues but I still get this problem while 
building torque from oscar-packager.
