I changed the permissions to that, but alas it still requests a
password.  From node to node there is no issue.  Only when going in
between nodes and master in either direction.  It accepts the password,
but that stops any multi node commands from running properly.

that is exactly the same problem that I had this morning. it's most
likely 
the permissions on the users $HOME/.ssh dir on the master. should be 755
