This error indicates that an RPM for that package (zlib-devel) could not
be found. Check in /tftpboot/rpm to see if the file is there. If its
not, you either didn't copy all the files from the cds (maybe ran out of
space?) or that's an invalid package name. If its an invalid package,
you should remove it from the package list.

If the file is there, then that's a bug in the package selection code,
and we'll have to look at this further.
