It looks like you are having filesystem timestamp issues.

Is /root/oscar-2.0 an NFS-mounted directory?  If so:

1. I strongly recommend *not* NFS-mounting /root -- it's a Very Bad Idea.
/root is *not* a typical user home directory, and should generally be
specific to each machine.  Also, if /root is on the local filesystem, you
will probably avoid these issues.

2. If you need /root NFS-mounted for some reason, you should ensure that
the machine you're running install_cluster on has consistent time eith the
NFS server.  Try using a package such as NTP, for example.
