Inconsistency like that is not typical of ssh issues... usually ssh either works or it doesn't. However, networking can root inconsistencies like that... are you doing any other tests to the problem nodes other than ssh? Maybe a ping, or other network service?
"pbsnodes -a" should also show the node as "free" if it's up and running correctly.
