I traced this to ssh attempting to resolve IPv6 addresses... this was once a problem when resolve.conf was on the clients, and if on a private subnet, they had a bad entry in there resolv.conf files because they couldn't see the DNS server.
If you're having this problem on your server, it is likely because you have a bad entry in /etc/resolv.conf. Please have a look and verify. Try pinging the DNS servers you have listed or something.
