You should edit that file in the image before installing the clients. Then after the files are installed, systemconfigurator should run and set up the eth1 adapter.
BTW, during install, it will use whichever adapter's MAC address is in the dhcpd.conf, assuming that it has connectivity. So be sure and reset the MAC addrs to the eth1 adapters.
