Hmm... did you wait 5 minutes? That's the default polling interval the PBS server takes on moms. If you don't want to wait for it, you can just restart the pbs_server service.
The only other thing to verify would be the /usr/spool/PBS/mom_priv/config file. Compare that and make sure it is the same as your nodes.

You can use your server as a compute node. To do this, run the following:
qmgr -c "create node $HOSTNAME"
chkconfig --add pbs_mom
service pbs_mom start
I think that's it. Run
pbsnodes -a
to verify your changes.
