Jeff:
Try running the ganglia-php-rrd init script (in /etc/init.d) by hand with
a "start" option and let us know what the error output (if there is any)
is from that.
If it is running properly you should see the following in your ps output
besides the gmond processes:
/usr/bin/perl -w /usr/local/sbin/ganglia-rrd.pl
