1) Why do you want to set the "control protocol" to none? Do you want to disable eth0?
2) This has nothing to do with your ip address. In the /tftpboot/rpm directory you have a newer version of perl (5.6.1) in place, and it requires additional packages that aren't listed in the rpmlist.
