That error means that the rpm for zlib-devel isn't found in
/tftpboot/rpm. Are you sure you copied all the rpms from the CDs? If you
don't have the rpm anywhere, you can remove it from the rpm list that is
used to build the image, but I'm not sure if any other packages depend
on it.
