Eric, I'm not sure that OSCAR is going to solve your Tomcat issues (my assumption here is that Tomcat is the Apache Servlet engine). To the best of my knowledge, Tomcat is not "cluster aware" in any sense. The best way to load balance for a website is to use something like mod_backhand (included in new Apache), which will dispatch new requests based on current machine loads.
There are also other technics in creating front end static page servers
which proxy off most of the content requests. These tactics can be found
with some quick hunting on google.
If Tomcat is something other than this, then my comments aren't valid.
