There are many ways to create a HA cluster. One is by using a distribution geared towards HA, such as RedHat's AS line of products. You can also perform the same tasks yourself by using software from sites such as http://linux-ha.org/. OSCAR does not currently set up a cluster for HA functionality, but there is a working group investigating it.
