This is correct -- OSCAR *does* setup passwordless ssh logins.

This sounds like the NFS export of /home is not working.  The /home
directory from the OSCAR head node is supposed to be NFS mounted on /home
on each of the compute nodes.  You might want to check the NFS settings
and/or syslog and see why it is not working.  Once you have this working,
the OSCAR-generated user ssh keys should be present, and you should have
password-less ssh logins across the cluster.
