Can you send a sample of what serial.pbs comes out to be? Looking at the final result is the best place to start here...

I attached the two script files.  To execute I run the script eclpbs
and supply it a input file name for my program.  eclpbs calls the
script eclpbs.make and generates a new file serial.pbs  This file,
serial.pbs is submitted to the queue by eclpbs.
