I think you can solve this by changing your scheduler configuration (/opt/maui/maui.cfg).
Maui documentation can be found online at supercluster.org, but I think it just involves changing the NODEACCESSPOLICY to SHARED instead of DEDICATED (the OSCAR default).

I have newly installed OSCAR 2.2.1 with two nodes, each node has two cpus. When I submit a multiple jobs, PBS executing only one job on each node, is not executing one job per one cpu even though the job queue is very long. Is there any solution to run like one or more jobs to each cpu instead node.
