To those users that had experienced problems with the OSCAR Package Downloader (Step 0 of the OSCAR 2.3 installer), I think the problem has been fixed. The issue was that one of the OPD repositories had an empty XML description file which was causing OPD to get stuck. That repository has been removed from the list of repositories (since there was nothing there to download) and now Opder should work. Please let us know if you still can't run Step 0 without having it lock up. Thanks.
