So the 00:00 counter is kind of strange... hadn't heard of that issue.  As 
far as qdel not killing tasks, that's VERY common.  This can be solved with 
a post execution script to do some cleanup.  I plan on adding this option 
into the PBS oscar package eventually, just haven't had a chance yet.
