If that node is down, you can mark it down in your /etc/c3.conf so opium (and other programs that depends on c3) won't try to connect to it.
I think it is normal that if you re-run sync_users and nothing happens, since all the hosts are updated. If you however change your user maps, ran it and it did nothing, then I think something is wrong.
You can always force sync_users to run by doing:
/opt/opium/bin/sync_users --force
