When you upgrade your RedHat, did you blow away the original OSCAR
install directory?  If not, I would recommend you run the ./start_over
script from /opt/oscar/scripts, remove the /opt/oscar directory and then
unpack the distribution tarball, do the configure, make, make install
again.
