Hi Rajiv:

You do not need to manually install mysql-server on RHAS 3.0, you just
need to copy the RPM to /tftpboo/rpm and OSCAR will automatically
install it.  I would suggest you un-install the RPM, copy the RPM to
/tftpboot/rpm, run the start_over script and try again.
