From LAM's perspective, PBS = Torque.
More specifically, PBS and Torque both implement the Task Manager (TM) interface that LAM uses for job control (job launch, job killing, etc.). So LAM doesn't care whether you use PBS or Torque; they're equivalent for LAM's needs.
Also keep in mind the history here -- Open PBS is a product from Altair Grid Technologies, LLC. It has stayed static for many years; there are many bugs and known problems with it. Torque forked from the Open PBS project a long time ago and has continued maintenance and development. Torque is not developed / maintained by Altair. So these are two different projects with different develpers, ownership, and licenses. In order to keep them distinct, they absolutely must have different names.
But remember that even though Torque is a fork of the PBS project, there is a *lot* of code overlap (including all of the TM functionality).

I didn't really follow the discusion very well, so I didn't know if this was relevant, but I thought I would ask him since I was confused myself as to what he was using.and pass it along.

What version of OSCAR are you running, and what version of LAM/MPI?
I simply installed Oscar 4, and i'm using default LAM/MPI that comes
with Oscar 4

Just to explain u better, mpiblast works well if i dont use torque/PBS using
lamboot <my_hostfile> mpirun -np mpiblast -p blastx -d nr -i frag.0 -o frag.0.out6p_pbs lamhalt
As far i understood is that mpirun is unable to retrieve list ofmpiblastnodes from PBS so all jobs are sent on first node reserved by pbs. What i need is to bea ble to retrieve a list from PBS and that PBS know that there are some jobs running in those node. If i runoutside from pbs environment, not only i need to check previusly what
nodes are working or not, but the main problem is that also if i find
free nodes, PBS can submit other jobs during mpiblast execution.
