We are trying to install OSCAR 4.1 on Red Hat Enterprise Linux 3 update 3.
After several fits and starts, we have progressed to step 7 ("Complete Cluster Setup"). The client installation fails during this step due to problems with starting and stopping ntpd on the cluster server.

Is there a way to prevent the OSCAR installation wizard from restarting ntpd on the cluster server during step 7?

Here is what happens with ntp during this step:
  - ntpd is stopped on the server
  - ntpdate runs on the server
  - ntpd is started on the server
  - ntpd is stopped on the client(s)
  - ntpdate runs on the client(s) which FAILs
  - ntpd is started on the client(s)

The client ntpdate failure causes step 7 to fail.

The failure happens because ntpd on the server does not accept ntp connections for several minutes (my testing shows anywhere between three and ten minutes) after startup. (I can provide a summary of the test along with logs of a test if this would be helpful.)
