1&2) OSCAR should use an smp kernel if your nodes have more than one processor and will set up things like torque and maui to work with both processors. You should not have to do anything besides install OSCAR to make them be recognized and used appropriately.
3) The largest cluster which I saw registered at our website is 264 nodes. 4) There is not currently an MPICH2 package for OSCAR, so you will have to install the program by hand on the head node and on the image oscar uses. Then it would be pushed out to the cluster with the rest of the software. Personally, I would make a stock OSCAR install on a node or two and install MPICH2 as one would on a non-OSCAR cluster to get a feel for the software first, before trying to get it to work on the image.
