Please do a fresh OS install, run the command "export OSCAR_VERBOSE=5" before you start the install_cluster script, then post the oscarinstall.log.
The information you have given is not enough for us to tell where your problem is. Also, please make sure to read the "release notes" for the operating system you are using, some of them have additional packages which need to be installed before OSCAR will work.
