By default OSCAR sets things up so jobs will -only- work on the compute nodes and not on the server. There is a configuration option to allow the head node to be used for computation in the package configuration step, did you select that option?
If you submit enough jobs that the head node is no longer "available", then the jobs should be scheduled on the compute nodes. If all the tests passed, then the compute nodes are working with the scheduler. The test for torque runs a job which should use all processors on all possible computational nodes (which in your case includes both the head and compute nodes).
