How smart is the switch you are using? My switch has a "spanning tree" option which causes odd problems with DHCP requests. This causes problems with lots of things in OSCAR.
The other thing to make sure is that are no firewalls on the switch, or nodes (head or compute). There shouldn't be anything on the nodes, but it is worth checking. If you're doing packet traces you probably already checked this, at least indirectly, but it is worth mentioning. Especially if you are using different kinds of nodes, you might also make sure they all use the same driver and in even if they are the "same kind" you might check them to make sure they don't have BIOS updates. I have gotten three machines with three different BIOS versions before. Fun stuff.
