I went to the link you provided, downloaded tarballs opened them up and 
did the following:

yume --repo /tftpboot/oscar/common-rpms install oscar-base

got the following:

Setting up Install Process
Setting up repositories
Reading repository metadata in from local files
Parsing package install arguments
No Match for argument: oscar-base
Nothing to do
