It looks like you've rerun oscar without running the
$OSCAR_HOME/scripts/start_over script, or it didn't work right.  You
can try running that script and see if it works, or try starting over
from a clean OS install.

Assuming the apitest package directory is there and the config.xml
file is there.  If it isn't then it is possible that you have a bad
copy of the oscar files.  It usually gives nastier errors then though.
