No Perl is installed? How could it happen? I think you are installing OSCAR 5.1 on Fedora 8 (X86), right? Please install Perl first (e.g., yum install perl) and then follow up with what Allan suggested.
Or if you are talking about only missing perl-AppConfig rpm, please find it in /tftpboot/oscar/common-rpms/ and install it manually if necessary.
