Chris,
Can you check if the systemconfigurator RPM is installed in your image? You
should have the binary
/var/lib/systemimager/images/<image_name>/usr/bin/systemconfigurator.

Yes I do. This appears to control only booting - which is not the
problem. Here's the file;
