That's not what OSCAR is about. Take a look the OSCAR website at
http://svn.oscar.openclustergroup.org/trac/oscar

Your description might be valid if you are trying to describing a job
schedular and your headserver is also running as a computing node. You
might want to do some google search on open pbs or sun grid engine.
