Nilesh Is the server you are trying to setup behind a firewall or proxy? Oscar-config --bootstrap tries to connect directly to the bison.csm.ornl.gov repository vi ftp/http, if this is not enable on your firewall or proxy it will not be able to get the required information. Our servers are behind a proxy so I added to the root account the following:
ftp_proxy="proxy ipaddress":8080 http_proxy="proxy ipaddress":8080 https_proxy="proxy ipaddress":8080 and oscar-config --bootstrap was able to connect to bison.csm, or you can enable in your firewall direct access. The repos were available for searching via a web browser however that haven't been for a week or so, why I don't know.
