yes, but lets talk some details... The OSCAR image build process on the head node (golden image concept) is a process that does not directly affect a running cluster until you push the image to the compute nodes. So you could build many "flavors" of images and they don't affect anything until you deploy them to the compute nodes.
However, at the point you push the image to the cluster itself, you are now directly affecting (imaging) nodes and will adversely affect anything running on those nodes as it will rebuild those nodes - and reboot with new image. Yet another approach if you wish to install/uninstall specific packages is to use the C3 tool to do your install/uninstall. This could be done while the compute nodes are running but it is a "user beware" process where if you kill something that is active, you will kill those connected.
