If I may pick some nits, I would take some small exceptions to their
characterization of the community and also note a distinction between
"telematics" and "In-Vehicle Infotainment" (IVI).

Firstly, there are open standards available now. I'm not sure what Jeff
means when he says "for all of this", perhaps he means telematics, in which
case he may be mostly right, but for IVI there are existing standards
available and more being delivered. The W3C is already working with the
community, like GENIVI, and even proprietary OSes like QNX:
http://www.w3.org/community/autowebplatform/ In addition, GENIVI has
already published a web vehicle API (and App!) that demonstrates the web
API into the vehicle:

news is that there is a "standard" under development, from a recognized
standards body, with broad industry participation, (BMW are there for
example amongst others.)

HTML 5 in cars is currently being looked at by nearly every car company but
native apps are likely to remain popular for business and technical reasons
in the mid-term.

OpenCar is right to focus on driver distraction and safety. There are lot
of distraction issues with all the possibilities of the connected car.

Overall I feel their assessment is somewhat negative regarding the
possibility of opening up much of the IVI and telematics ecosystem, but I'm
more optimistic than they. Of course, my position as Community Manager at
GENIVI would likely require a bit of optimism, but from where I stand I see
some pretty open platforms that look an awful lot like standard GNU/Linux
with GPL licenses to boot!
