There's a bunch of apps made by Hasgeek[1].

Funnel[2] does proposal submission and there's lastuser[3] which does
the user bit. I haven't looked at them in the recent past and I'm not
sure if there's RTL support. It's been used for managing submissions for
Pycon India and a few other conferences. It's all python and built on
Flask. I believe the code is BSD-licensed.

you to Kiran, who runs HasGeek.

Disclosure: I've worked for hasgeek in the past and worked on these apps
in their planning stage quite a bit.
